The New York State Legislature's joint committee on disaster preparedness has scheduled a public hearing on statewide plans for responses to terror and other disasters.
It found "insufficient state and local planning for response to terrorist events and a lack of hospital participation in training on terrorism and emergency response planning".
They are No.179 (best districting plan for response time), No.229 (best districting plan for workload variation).
Following the French national plan for response protocols during a crisis at Piton de la Fournaise, the call-down procedure is laid out in "Organisation de la Réponse de SEcurité Civile" (ORSEC), i.e., the "ORSEC-Piton de la Fournaise" plan.

And beyond the reconstruction of New Orleans, there is reason to hope that president Obama will take steps to make sure that the planning for, response to and recovery from the next killer storm, massive earthquake or act of terrorism will be handled with intelligent planning, coordinated competent response - and compassion - for the vulnerable populations who suffer most in any major disaster.
Twenty seven (79%) districts had a written plan for response although few (23%) had evaluated it.
The Action Plan for Recovery outlines a six month plan for response, to be provided by UN Agencies, international and local NGOs working alongside the Government.
