Five emission-reduction scenarios were generated by inputting values of planning indicators from the National Economy and Social Development Plan (NESDP) that have direct and indirect impacts on carbon emissions.

Challenges were encountered with data quality and availability during the final assessment, resulting in an inability to draw comparisons in family planning indicators between intervention and non-intervention sites in the 2 pilot counties.
The modelling data set includes estimates of family planning indicators from a large number of population-based surveys, including country-specific national surveys – some of which were conducted as early as in the 1950s – as well as long-standing global survey programmes such as Demographic and Health Surveys, Multiple Indicator Cluster Surveys, and Reproductive Health Surveys.
Coordination is eased by the creation and implementation of national action plans (indicator 20) (DFAF 2001).
The results indicate that mesoscale urban planning indicators can explain the majority of the urban climate differences among the sites.
