Northwest plans to raise as much as $400 million in an initial public offering for Pinnacle Airlines, the commuter unit now called Express Airlines I. ExpressJet Holdings, a Continental unit that postponed a planned initial offering after the Sept. 11 attacks, filed a new proposal to raise as much as $320 million.
