Following Wittgenstein (1953 §139f; and see also Goodman, 1968), Fodor argued that pictures as such do not carry their interpretations within themselves (rather, a person has to interpret them to see what they are pictures of), and that, therefore, mental pictures as such cannot be intrinsically meaningful (bearers of original intentionality).
