Most officials thought the recovery would pick up gradually next year.
Archer said activity was likely to pick up gradually over the coming months.
"The committee expects economic growth to remain moderate over coming quarters and then to pick up gradually," the statement said.
Over all, he suggested in his initial comments, economic growth "is projected to pick up gradually over the next two years".
"Growth in Asia is likely pick up gradually in the course of 2013, to about 5.75 percent, on strengthening external demand and continued robust domestic demand," the report said.
