The latter is already the case under the existing EU Directive 95/46/EC which is at the moment the Europe-wide standard for processing personal data, as a Directive needs to be implemented into national law.
(85) Any processing of personal data under this Directive should respect fundamental rights, including the right to respect for private and family life and the right to protection of personal data set out in Articles 7 and 8, respectively, of the Charter and must be in compliance with Directive 2002/58/EC and Regulation (EU) 2016/679.

2. Member States shall ensure that the right to privacy of natural persons is protected in accordance with Directive 95/46/EC when personal data of the director are processed.
The general directive on the protection of personal data came into force between the first and second readings, which makes this directive a sectoral directive, geared more to the management of these data in the specific field of communications than to actual protection, in relation to which constant reference is made - it could not be otherwise - to the general directive.
