Mr. Barr also told a Senate Appropriations subcommittee that while he intends to black out derogatory information about "peripheral third parties," he would not take out criticisms of public office holders, including President Trump.
He said that he would identify which of four categories redacted material fell into — secret grand jury testimony, classified information, materials that could affect current investigations and information about peripheral third parties.
Then he imposed a novel and vague category for excision: he would protect the "reputational interests of peripheral third parties". As for what those "reputational interests" are, who the third parties (as opposed to the first and second parties) are, and what, precisely, "peripheral" means, Barr has appointed himself the sole authority to decide.
He warned Congress in a letter on March 29 that he will redact sensitive information related to sources and methods, grand jury material, ongoing criminal cases and – most significantly — information that "unduly" infringes upon the privacy and reputational interests of "peripheral third parties". That fourth category gives Barr a lot of wiggle room to hold information back if he chooses to.
In the letter last week, Barr said he is scrubbing the report to avoid disclosing any grand jury information or classified material, in addition to portions of the report that pertain to ongoing investigations or that "would unduly infringe on the personal privacy and reputational interests of peripheral third parties".

He's spent weeks now completing the broadest possible universe of redactions, removing both grand-jury-related material as well as the especially unclear vague references to "peripheral third parties". The more latitude he has to redact, the more latitude he has to protect the president.
