"peripheral relevance" is a correct and usable phrase in written English.
It refers to something that is connected to the main topic, but is not essential or central to it. One example of when you could use this phrase is in a research paper discussing a specific topic, but also mentioning related information that is not directly related to the main argument. You could write, "While not essential to the main argument, these peripheral relevant ideas add depth to our understanding of the topic."
