'performing authority' is a correct and usable term in written English
It is often used to refer to someone or an organization that has the power or responsibility to perform some action or to order others to take an action. For example: "The Board of Directors exercises the highest performing authority within the company."
It is the lowest performing authority in England for pupils achieving the government's benchmark of five A* to C grade GCSEs, including English and maths.
