Accordingly, Mr. Gulielmetti said, while a co-op can hire an outside company to perform janitorial services, for buildings with nine or more units, the code requires that company to provide janitorial services on a 24-hour-a day, seven-day-a-week basis.
A David A. Kaminsky, a Manhattan real estate lawyer, said that under the city's Housing and Maintenance Code, a property owner must have a "person," not a company, perform janitorial service on a building of nine or more dwelling units.
"A janitor means a person employed to perform janitorial services," he said, adding that while the law uses the term janitor, that term would include those employed as superintendents.
"Fox Searchlight's unpaid interns are a crucial labor force on its productions, functioning as production assistants and bookkeepers and performing secretarial and janitorial work," the lawsuit says.
But new legislation being considered by the California Legislature would make companies jointly liable for contractors performing services including janitorial work, landscaping, security and long-term healthcare.
"I do not suggest children up to 14, 15 years of age do heavy janitorial work," he said.
The company had also proposed letting outside contractors do its janitorial work, but it decided against it because of union objections, Mr. Peterson said.
Bieber performed 40 hours maintenance and janitorial work at a family homeless shelter, but did not attend the hearing.
