The percentage impact on people 20 and over working full time should be essentially zero, because 98 or 99 percent of them would make more than the minimum wage anyway (see Table 1 of this paper).
"This gearing effect means that an apparently small differential in the increases in grant has a much bigger percentage impact on council-tax bills," explains Mr Travers.Despite the furore, the council tax is a fiscal minnow, accounting for only 4% of total government revenues.
We then consider how the results would change if the minimum percentage impact consistent with self-financing was larger than five percent, as it might well be.
The following indices were recorded and monitored: the temporal, masseter, and mean percentage overlapping coefficients (POCs), as the index of symmetrical distribution of the muscular activities; the asymmetry, activation, and torque coefficients; and the cotton clench, clench, and percentage impact.
As indicated above, the fact that 2007 followed a period of rapid program growth leads us to conclude that the smallest percentage impact for young SSD-only entrants that is consistent with self-financing is larger than five percent.
Because recent entrants are much more likely to enter STW and start to accumulate NSTW months than those who have been on the rolls for many months (Liu and Stapleton 2011), we conclude that the longitudinal percentage impact on NSTW months for recent entrants would have to be substantially higher than five percent in order to achieve a cross-sectional impact of five percent in 2007.
The percentage impact in each of these habitats would provide important information but unfortunately there is virtually no detailed seabed mapping to provide this information.
So the percentage impacted may be quite small, especially if [extraction is] well managed".
The main cost category was HAART, with a percentage impact of 73%, consistent with the findings of this present study.
