Everything we have learned about the technology of managing large organizations suggests that when the stakes of administrators are tied to short-term, intermediate outcomes rather than to the broad, long-term consequences of their action, the results are often pathological for the organization.5 Effort is distracted from and often becomes subversive of purpose.
