A relatively simple way of defining common knowledge is not to partition the group of agents into subsets with different common 'knowledges' but only to define common knowledge for the entire group of agents.
If it is possible to partition the group, it will also be possible to determine 'who' is having difficulty with 'what'whowho' being dependent on the sample sub-groups of interest and 'what' on the model of language chosen.
