Even if well-informed, are shareholders able to effectively participate in the voting process?
This summer, recommendations for national standards will be released by a group of psychiatrists, lawyers and others led by the American Bar Association, suggesting that people be prevented from voting only if they cannot indicate, with or without help, "a specific desire to participate in the voting process".
Things are much gloomier in the other camp, where the skeptics presume that the entire thing is a fix, and the hard-liners — such as René's estranged and angry wife, Verónica (Antonia Zegers) — argue that even to participate in the voting process is a shameful validation of the regime.

"The ACIP scrupulously pays attention to potential conflicts of interest and members of the ACIP must recuse themselves from participating in the recommendation process and voting if they have a conflict of interest," explains Dr. Larry Pickering, a former executive secretary of the ACIP now an adjunct professor at Emory University.
The only other reason the returns can be rejected, the court said, was if waiting for them would preclude Florida voters from participating in the electoral process, by making the votes too late to be counted in the Electoral College, which meets on Dec. 18.
