The company characterizes this as only a "modest test," but has already lined up creators, including Linus Media Group, Brittani Louise Taylor and JeromeASF to participate, it says.
It found that the evidence "tends to support" Mr. Fiero's characterization of Hanover's business strategy, but said that did not excuse the activities in which Mr. Fiero participated, which it said violated market rules.
"We had an online training, but a lot of people participated in it," said Anderson.
"He knew about this data, and he should never have approved the trial for his center and allowed the Army to participate in it," said Keith Berman, a medical products consultant who specializes in research on blood substitutes.
"This could have a devastating impact on our feast and on the vendors who participate in it," said Arnold N. Kriss, general counsel for Figlia di San Gennaro Inc., the nonprofit group that is organizing the street fair for Sept. 14 to 24.
"I didn't really want to participate in it," says Hall.

"They know now if they don't participate, it is the same as saying nothing," Mr. Ma said.
