To be able to compare actions from one PAPI to another, a coding method was used: from a sample of PAPIs and existing recognized types of actions (subsidized actions, research work, and so on), 88 codes were determined to represent the diversity of actions within each PAPI (Guillier 2016a) (Table 1).
