President Hamid Karzai signed an agreement with Afghanistan's most powerful regional governors today to hand over their customs revenues to the central government and to stop all military interference in political and civil affairs in their regions.
Ashraf Ghani, a former World Bank official who has been struggling as finance minister to raise revenue from provincial governors and commanders and pay civil servants, laid out his plans after the 12 most powerful regional leaders signed a resolution on Tuesday to hand over their customs revenue and income from state enterprises in their areas.
