It suggests simplifying the often byzantine process of contesting fines and tickets and advises, in a somewhat jargonized way, outsourcing receivables to well-capitalized commercial banks or other private vendors "to leverage emerging payment channels".
"Banks in Chiba, Ehime, Hokkaido and lots of other places are looking to outsourcing as a way to survive," said Fumio Ohue, the partner who until recently headed the outsourcing business of Andersen Consulting and is now chief operating officer of the Netyear Group, a Japanese company that is devoted to providing strategic consulting services online.
More recently, companies are see outsourcing as a way to tap into skills and expertise they don't have and can't develop internally.
Key NPM concepts, such as the use of market forces to serve public purposes [ 8], activity-based payments, management by objectives, quasi-contracts (as in the British NHS [ 9]), and outsourcing, made their way into French national policy [ 10].
It also leads to changes in the way that outsourcing firms are measured.
It's a way of outsourcing discoverability that is becoming increasingly common.
But such moves go way past outsourcing, and far beyond beefing up the lower ranks of a company's work force with hires in Hong Kong, Singapore or Shanghai.
For the purchaser, it is a way of outsourcing innovation: the start-up takes the initial risk, and the big firm buys the experiment that has succeeded.
