The preliminary outline you create in stage one won't contain everything.
In a content outline, you create this hierarchical structure by indenting information, often multiple times.
With a content outline, you focus on getting the information down first (the bones of the text).
Once everyone agrees with the rough content outline, you can flesh out a more detailed content outline.
The outline you bring to the class doesn't need to be fully formed and shouldn't be more than a page long.
The outline you create over the next 30 days will become the foundation upon which your entire novel will come to rest.
In other words, in a content outline, you write down everything you want to use in the text, but in short information units you can easily move around.

There's something about the idea in a tragedy that you know the outline, you know the story, you can still be waiting for the inevitable, but feels like it's a new experience, or grief, each time.
After finishing a full outline, you should feel you've got the makings of an entire book (your story should feel complete, solid, exciting and satisfying) and you should be desperate to start writing the book itself.
While you can gauge the text by "reading" the content outline — you essentially have talking points — there still is a gap between the content outline and the final text.
