Dallas rushed to draft a new city ordinance restricting protesters' movements at lawful assemblies and passed it on Nov. 18.
The ordinance was born out of a grass-roots movement in the adjacent Haight-Ashbury neighborhood, following complaints about aggressive panhandling, drug dealing and violent behavior.
The occupiers are gone now and the protest movement quieted after arrests, a new anticamping ordinance and, to a degree, the group's own missteps along the way.
Ironically, the spirit of its provisions derives from an ordinance that was designed to quell the Quit India movement, and that was issued by the Indian viceroy Lord Linlithgow on Aug. 15, 1942.
