Judge Mary L. Cooper of Federal District Court signed the order dissolving a consent decree, after a joint motion filed in August by the state and the United States Justice Department.
The Enforcement Office and Air India "have reached a settlement of this matter in order to avoid litigation," the consent order says.
The consent orders and staff reports are customarily written to sound harsh in order to justify the fines.
So far in 2015, it has only 14 consent orders assessing $2.4 million in civil penalties to its credit, compared with 23 consent orders and $2.6 million in penalties from last year.

Fourteen servicers signed consent orders last month with federal regulators.
Among the groups protesting the consent orders are the Center for Responsible Lending, the Consumer Federation of America and dozens of local and regional housing groups.
And violations of FTC consent orders can result in civil penalties being issued.
The commission largely settles these disputes through contracts called "consent orders".
