The European Union has recently implemented the "Network and Information Security Directive", which forces member states to adopt more rigid cyber-security standards, and creates an avenue for the 28 member states -- and the operators of essential services such as energy, transportation, and healthcare sectors -- to communicate (European Commission, Digital Single Marketplace).
