Intercepted by a brilliant Egyptian undercover operation, the document revealed a plan to subvert Egypt's government, wreck its economy and stop the flow of the Nile using dams in Ethiopia "just as we succeeded in controlling the Euphrates valley with dams in Turkey".
The oyster operations, the documents said, were spooking the mother seals off the sandbars and disrupting the birthing season, reducing the number of seals at one site by 80percentt in two years.
But the American ambassador in Chile, David Popper, refused to convey what Washington had learned of the plot or even the government's concerns to the leader of Chile's military junta, Gen. Augusto Pinochet, saying he did not want to offend the general by associating him with the plot, known as Operation Condor, the documents show.
"No doubt that today, at the era of the lone wolves, brothers in the West need to know some important things about safety in order to ensure success in their operations," the document's introduction reads.
Noting that the Cheltenham-based electronic intelligence agency had trained DGSE technicians on "multi-disciplinary internet operations", the document says: "We have made contact with the DGSE's main industry partner, who has some innovative approaches to some internet challenges, raising the potential for GCHQ to make use of this company in the protocol development arena".
"The requirement for interoperability with our Five Eyes (FVEY) partners is central to the JUSTAS concept of operations," the document reads, referring to the five-member intelligence-sharing partnership of Canada, America, Australia, New Zealand, and the United Kingdom.
The footage, a series of isolated clips and photographs provided to the Guardian by an anonymous source associated with the operation, documents the moment that operatives are running into the bush, then shows them tying up one young elephant.
In another conversation intercepted by Belgian authorities and summarized in the Italian document, a third man identified as Muhammad, who is already in Paris, is said to be ready for martyrdom, "that is, for the execution of a suicide operation," the Italian document concluded.
