Separate comparisons will be conducted for each intervention year including calculating total startup costs for the ETTC and the RC group; calculating the cost of operating each intervention by summing costs for each intervention in each of the four intervention years.
Thus costs are annualized so that costs for a typical year of operating the intervention have been estimated.
