The driver was not hurt, said Tiffany Townsend, a spokeswoman for the Port Authority of New York and New Jersey, which operates the bridge.
But Tom Kelly, a spokesman for the Metropolitan Transportation Authority, which operates the bridge, said the state bond act that finances the bridge requires the toll.
Cathy Sweeney, a spokeswoman with the Metropolitan Transportation Authority's department of bridges and tunnels, which operates the bridge, would not comment on the proposal.
Other parts were repainted in the 1980s, but the Metropolitan Transportation Authority, which operates the bridge, decided that a full rehab was necessary.
The Port Authority operates the bridge and tunnel crossings from New Jersey to New York as well as the three area airports, the port and the PATH commuter rail line.
"The employee was outside of an aerial lift truck operating the lift controls when he was struck by the lift," the Metropolitan Transportation Authority, which operates the bridge, said in a statement.
And it chides efforts under way by lawmakers allied with the governor to pass legislation that would change the governance of the binational authority that operates the bridge, saying any changes would need the "consent of both federal governments".
Sanna Holmquist, the head of media relations for the company operating the bridge, is herself a Swede who commutes daily to Copenhagen: "Twenty-thousand people cross in cars and trains every day," she says.
