"operate an" is not a correct and usable phrase in written English.
It is incomplete and doesn't express a complete thought. You can use "operate" on its own to express an action: "He operates the machine quickly and efficiently." You can also use it with a noun to express the same action: "He operates the washing machine quickly and efficiently."
