A proposal for a one-year reduction in the taxes on foreign profits, a plan that its supporters said would help the economy by bringing a flood of investment back to the United States, did not make the House version of a stimulus bill passed today.
Instead, the plan creates a one-year reduction in Social Security payroll taxes, which are generally levied on the first $106,800 of income.
Mr. Bloomberg promised only a one-year reduction in the tax rate, citing future budget uncertainties.
