The I.R.S. created the latest program amid a widening crackdown by federal authorities on offshore accounts sold to wealthy Americans by Swiss and Swiss-style banks.
Meanwhile, all relevant subsidiaries, including BBI, have said that – in compliance with US law – they regularly update American tax authorities on offshore accounts they provide for US citizens.
Privately, some lawyers and accountants in the United States express concern that individuals who move to the American island for its lower taxes might appear "unpatriotic" in a widening crackdown by authorities on offshore tax dodging through Switzerland, Israel and Singapore.
The agreement, which came after more than three years of intense discussions between the two countries, is expected to punish Swiss banks that helped wealthy Americans hide money from United States tax authorities in offshore accounts and require them to disclose information about United States account holders.
"It doesn't do anything," said Jack A. Blum, an authority on offshore fraud.
Waters said the minister approving the dredging and offshore dumping meant the authority's hands were tied when it came to approving the permit.

Before launching its offshore plan, the power authority sought out locals who were willing to have a turbine built on their property in exchange for credit on their electric bills.
