Previously, "the number of plainclothes officers firing often equaled and sometimes exceeded the number of uniformed officers doing so," the report states.
"I have no recollection of any other general officers doing that," Toni Gidwani, an intelligence analyst who worked with Flynn in Afghanistan, told me.
Over the past two years, many cases featuring child witnesses have also begun involving trained intermediaries between the children and the lawyers or police officers doing the questioning, he said.
"I don't really understand it because we all want a society in which we can live safely and live freely and to have police officers doing what they need to do on the street.
"I've heard stories of officers doing this to others," he told the Times Herald-Record. "But now that this kind of bullying happened to me, I know we've got to fix this department".
They fear that Chinese officers on exchange visits will be intimidated by American military might, whereas American officers doing the same thing will learn too much about China's shortcomings.
