Simon Hill, executive director of business at regional development agency Yorkshire Forward said: "We are keen for the Humber and the wider region to reap the full economic benefits of the massive expansion of offshore wind sector.
But like Turkey's hydroelectric dam projects, expansion of the wind sector provokes some concerns among environmentalists.
"MassCEC is focused on identifying and knocking down market barriers while providing a foundation for the offshore wind industry to launch in Massachusetts," said Bill White, MassCEC Senior Director of Offshore Wind Sector Development.
"A barrage doesn't work - the £65m cost is an underestimation, you would have to backfill a lot of Lake Lothing and it would severely impact on the potential of the port and the opportunities that are coming out of the offshore wind sector".
The financial crisis has hit numerous firms in the renewable power sector: Shell pulled out of the British wind sector last year.
Analysts say that the main obstacle to further rapid expansion of Europe's wind sector, offshore in particular, stems largely from political failure.
The first minister, who vowed to "cement the growth" of Scotland's wind sector, this morning finds herself under attack from the National Trust for Scotland, RSPB Scotland, Ramblers Scotland and six other respected campaign groups, representing more than 400,000 members.
"This development provides an excellent strategic fit with the needs of the offshore wind sector.
Paul Scott, project director for the joint venture, said Green Port Hull would be a "world-class manufacturing facility" and would establish the Humber at the centre of the offshore wind sector in the UK.
At the Scottish Renewables-Scottish Enterprise Offshore Wind and Supply Chain Conference in Aberdeen, he also revealed the signing of new memorandums of understanding between Highland & Islands Enterprise (HIE) and four key ports in the region to support the development of the offshore wind sector.
