The EVIDEM framework is proposed as a step beyond the current cost-effectiveness model, combining efficient HTA, pragmatic MCDA, and an ethical framework to ensure systematic consideration of all components of decisionmaking and evidence available, and to provide a transparent record of how these elements have been used to reach a decision.
The committee on world food security, set up in the wake of the 2007-08 food price crisis, endorses the rights-based approach to food security and, by systematically involving civil society, has become the best working example of participatory decisionmaking – a key tenet of human rights – at the global level.
Discussing amongst a range of stakeholders all the components of decisionmaking on the basis of a structured HTA report that presents the available evidence (in its broad sense, i.e., both scientific and colloquial) for each component of decision was seen by the panelists as a useful means of revealing data gaps and identifying research questions.
They involve a "high level of decisionmaking" and much more strategy than the likes of Trivial Pursuit.
The impact of these on the value of the intervention was mixed and sometimes conflicting, highlighting the importance of explicitly considering such components as part of the entire process of decisionmaking.
Studies were included if they reported a set (i.e., > 1) of decision criteria and were: empirical studies conducted with healthcare decisionmakers (including field-testing of decisionmaking tools, focus groups, questionnaires, interviews) reviews of such empirical studies, and conceptual studies describing or proposing a set of decision criteria or a decisionmaking tool.
By providing a comprehensive classification of decisionmaking criteria, this analysis can promote reflection on the value of harmonizing terminology in this field.
The instruments developed to operationalize the EVIDEM framework are rooted in existing processes and instruments; however, they integrate the essential components of decisionmaking into a comprehensive and cohesive structure.
Although this analysis was limited to published studies, an extensive analysis of decisionmaking processes from jurisdictions around the world for coverage of healthcare interventions was performed to define the criteria of the EVIDEM framework, which are included in this analysis [ 10, 18].
The model is designed to be easily integrated with an economic model of decisionmaking to perform tropical forest policy analysis.
