The conference was organised around a number of plenary sessions and workshops focusing on brain drain, obstacles to mobility, and obstructions faced by mobile researchers in establishing a European research career.
The strategy would take a "life cycle approach" to social mobility, where the government would "seek to remove the obstacles to mobility in each stage of an individual's life".

Launched by the European Commission in 2003 and soon complemented by the ERA-MORE network of mobility centers, the Researchers' Mobility Portal -- now known as EURAXESS – Researchers in Motion -- helps scientists address obstacles to mobility to or within Europe.
The following year, the commission embarked on tackling obstacles to mobility and sowed the seeds for mobility centres in Europe ( ERAMORE) that would offer expert national information to facilitate researchers' needs in entering, working in, and leaving the country.
And at a time when admission to elite colleges has become increasingly competitive, critics say the legacy admissions advantage stands as an undemocratic obstacle to social mobility.
