In contrast, the Tories last week had pledged to freeze at 2010 levels the funding per pupil from reception entry at age four or five to the end of GCSEs at 16. This could mean acting to prevent domestic violence in the home, proposals to tackle teenage pregnancy, placing children in nurseries or funding for disabled children.
She called for a "fundamental change" now to the way nurseries were funded.
The Department for Education said that 99% of four-year-olds and 94% of three-year-olds have received free nursery places or funding for private childcare provision under the scheme, introduced in September 2013 and now in its second year.
"It is incredibly important that nursery providers are funded properly to make these plans sustainable," said Purnima Tanuku, chief executive of the National Day Nurseries Association, who claimed its research shows 85% of nurseries in England making losses on the current 15 hours a week of free childcare, which pays an average of £809 a year for each funded child.
The first entirely and publicly funded Nursery Schools were of three types: Preceptor Normal Schools annexes that served as application and teaching practice centers for the teachers; Girls High Schooll annex kindergartens located in the major cities of the country; and High School annex kindergartens.
"If we don't have, in any coalition agreement which we enter into, properly funded nursery schools and colleges... and a stability budget within 50 days to keep the economic recovery and economy on track, Liberal Democrats will not enter government".
Such schemes have already suffered from a £430m raid on their budgets to fund free nursery places.
