The Paris-based thinktank notes the budget deficit has been "significantly reduced since the peak of 2009, but at a slower pace recently notably as growth has been insufficiently tax-rich".
He noted that the deficits being projected after 2004 were half what they are expected to be this year and next.

Specifically, S&P cites Bally's "substantial" capital expenditures for new club openings, acquisitions and maintenance, resulting in "fairly large free-cash-flow deficits," although it notes that the deficit has narrowed.
