The phrase "not exactly because" is correct and usable in written English.
You can use this phrase when you want to express that the reason for something is not quite accurate, although it may seem close. Example: He said he was too tired to come to the party, but that wasn't exactly because he was tired; he was really just feeling a bit anxious.
