'not else' is not correct or usable in written English
You cannot use it without making grammar mistakes. An example of proper usage would be: "I don't want to make the same mistake again; not else."
There's not else much to say.
However, it should also be noted that the number of countries in the current study is rather small, so the exclusion of countries is likely to influence the outcomes even though the countries are not outliers in a strict sense, if not else because it increases the risk for Type I error.
