Some are Cabinet-level policies or legislated requirements; others are national strategies arising from a specific sector, normative declarations, or simply commentaries by global health diplomats working within particular governments.
They are likely to be much more familiar with fields and disciplines in which evidence is developed and presented: and arguments may be made for a particular position; but normative declarations are not (or at least not often) made in relation to these processes.
