Originally, private lands had been taxable, but shōen owners developed various techniques to obtain special exemption from taxes, so by mid-Heian times the shōen had gradually become nontaxable estates.
The act also helped individuals by significantly increasing the nontaxable portion of inheritances and gifts and by raising the maximum limits on contributions to individual retirement accounts and Keogh accounts (tax-deferred pension plans for the self-employed).
The companions, whose annual income this year can't top $22,340 for one individual (200 percent of the federal poverty guideline), receive a nontaxable stipend of $2.65 an hour, which helps them preserve their own independence.
The substitution effect arises when marginal tax rates alter the trade-offs between work and leisure, saving and consumption, taxable investments and tax-sheltered investments such as municipal bonds, taxable wages and nontaxable fringe benefits such as health insurance, renting and owning a home and so on.
Because the money is nominally held by the offshore companies, the tax code deems the money nontaxable, even if the funds are physically held in the United States.
The Internal Revenue Service does not comment on specific cases but its guidelines say that for housing to qualify as nontaxable it must be provided for a "substantial business reason other than to provide the employee with additional pay".
But it requires that you add back certain items like nontaxable Social Security income, tax-exempt interest and foreign-earned income, Mark Luscombe, a principal analyst at CCH, said.
"Unfortunately, the payroll system inadvertently treated those benefits as nontaxable for Connecticut and federal purposes for the entire calendar year of 2010," said a letter, dated Dec. 22, from Yale's payroll department to employees with same-sex partners who were affected by the error.
The inclusion of nontaxable Social Security benefits is most pronounced at the bottom of the distribution, adding $205 billion to the aggregate income of those making less than $10,000 based on adjusted gross income.
Others included charging tax on nontaxable items and inaccurately weighing food.
