But they explain that in the latter context, a convention clarifies that non-refusal expresses agreement.
In South Africa, researchers conducted a pilot acceptability study and found high (>90 %) adult electronic fingerprint acceptability (i.e., non-refusal) rates among non-stigmatized populations [ 45, 46].
