While Hillary Clinton supporters point to this ticking timebomb in the supreme court as a reason to play it safe in the nomination process and nominate a moderate, Bernie Sanders fans argue his passion is more likely to inspire the kind of voter turnout that will ensure a Republican does not get to pick the replacements.
That would leave the two remaining Republicans short of the quorum they would need to enact or reverse regulations until replacements are nominated and confirmed, a process that could take several months.
"Clinton could not recall a specific process for nominating a target for a drone strike," the notes say.
And, several strategists said, the process of nominating a Republican presidential candidate in a national race is not the same as nominating a Republican in a local or statewide contest.
In the last few years, the identity of the security chiefs, always top secret, has become public, and the recent process of nominating a new General Security Services director was even publicly debated.
