'no one are' is not correct and should not be used in written English.
The correct phrase would be 'no one is'. For example: No one is here right now.
People going about their daily business, bothering no one, are menaced out of the blue by the police, forced to spread themselves face down in the street, or plaster themselves against a wall, or bend over the hood of a car, to be searched.
Women and winter sports featured prominently ("With no one are winter sports more popular than with the fair sex," read part of the text), and there was a long essay by Thomas Nelson Page titled "Christmases of the Nation" that expounded upon the history of Christmas in the United States.
These lines actually appear in the Kirkus review: "Containing elements of the 007 and Jason Bourne sagas, Graham Greene's insular spy novels, William Gibson's cyber thrillers, TV's Burn Notice and Mad magazine's classic Spy vs. Spy comic strip, this book is a narrative hall of mirrors in which nothing and no one are as they seem and emotion is a perilous thing to have".
But the qualities that helped the majority of the 87 freshman Republicans cruise to victory in 2010 — their promises to challenge the orthodoxy of their own party and offer fealty to no one — are in this case an impediment to Mr. Boehner as he tries to negotiate a deal with Democrats to prevent a financial crisis and possible deep damage to an already weak economy.
Democrats, to the surprise of no one, are screeching that the plan favors the wealthy, and have offered their own $136 billion proposal.
It is now clear that free markets, which involve everyone but are controlled by no one, are the only viable way to organize an economy.
