According to the State Education Department, 99 percent of the state's nearly 700 school districts managed to negotiate new evaluation systems by the Thursday deadline, thus avoiding sanctions that could lead to a loss of state aid.
On Monday, Mr. Bloomberg warned of imminent fiscal pain during testimony in Albany, where he urged the State Legislature to intervene so that the city did not lose hundreds of millions of state dollars because it missed a deadline this month to finish negotiating the evaluation system.
"This empowers local school boards with the ability to negotiate an evaluation system and payout well before June 2014," he said, per the Herald.
On the one hand, there are only two days until failure to negotiate teacher evaluations with the United Federation of Teachers will result in the loss of $300 million dollars in federal money.
Under the terms of a recently negotiated contract, principal evaluations can now be based in part on student performance.
The evaluation was framed by existing measurement frameworks for CPC 5 and CPC 6, as well as key evaluation issues, negotiated with and approved by the Evaluation Advisory Committee1 and UNICEF's Senior Management Team during the evaluation inception phase.
These cues were related to three elements of the evaluation: negotiating the design, monitoring individual stakeholder needs, and interpreting the evaluation findings.
Yet teachers unions champion a status quo that relies on these very measures.For all their harrumphing, the Los Angeles teachers union and the local school district have agreed to negotiate a new evaluation system.
"The attack ad is the latest proof that they would rather forgo hundreds of millions of dollars in aid for kids than negotiate a real evaluation system," Lauren Passalacqua, a spokeswoman for the mayor, said on Friday.
This transparency is even more necessary when evaluation choices are negotiated between different stakeholders.
