I suspect Klein and Kahneman are correct that "the fractionation of expertise is the rule, not an exception," but I worry that we've lost our equilibrium, and have become so obsessed with the failure of expertise and intuition that we've neglected to leverage deep reservoirs of existing expertise, especially among experienced practitioners.
What easier way could there be to leverage some neglected assets, skills and enthusiasm to cut development costs while improving housing supply, and meeting the new government's aspiration that new housing should be driven by local people?
