His goal, he said, is "to bring about a society where no one needs our service".
"What has changed is that there is a huge constituency out there that needs our service that wasn't there before," she said.
We must, however, work in partnership with people who need our services.
"If they decide that they need our services, which is most likely, we are available," he said.
"The loss of the funding directly impacts our ability to help children and families who need our services," Mr. Newlin said.
And the problem with that, Morphy says, is that the private rental sector is "a market, with the people who need our services most at the bottom.
"We really need our services to be more focused on getting people to stand on their own two feet," he says.
If we don't change the structure of our tax system, we are going to be at the mercy of lawsuits from people who need our services, and we'll gradually lose our ability to govern ourselves.
"If we can help the work status of everyone around here then that will help to make the population healthier," she explains, "and mean they are less likely to need our services".
In my last blog post, I wrote about how my advertising agency wound up spending a lot of time going after a customer we hadn't initially identified as needing our services — and how we then analyzed our list of current customers and realized that most of those highly treasured companies on our roster sought us out, not vice versa.
