A D.C. police spokeswoman declined to comment on the ACLU report, but a general order posted on the department's Web site said that data from license-plate readers are kept for two years before being destroyed, though the information can be kept for longer if it is needed for ongoing litigation.
"It is essential to the creative process that outtakes — even nonconfidential ones — be generally protected from disclosure and that they be ordered produced only when they are truly needed for use in a litigation," he said, even if some of the outtakes are useful to those seeking them.
The process has proved effective and has avoided the need for litigation.
"Through mutual respect and cooperation we were able to resolve this matter without the need for litigation," the statement said.
"We know if businesses engage with us (and I can't force them to), we can settle nine in 10 cases without the need for litigation or arbitration".
Whether they're called mediators, conciliators, or advisers, third parties can assist in renegotiation by building and preserving business relations and resolving disputes without the need for litigation.
"Google, Apple and Mr. Levinson should be commended for recognizing that overlapping board members between competing companies raise serious antitrust issues, and for their willingness to resolve our concerns without the need for litigation," Mr. Leibowitz said.
"From a practical standpoint, the fact that we have a mediation conference scheduled may set a framework for settlement, which may obviate the need for litigation in other buildings".
When workers' compensation was introduced in the United States in the early 1900's, it was supposed to reduce disputes over on-the-job injuries and largely eliminate the need for litigation.
This should give you enough protection without the need for litigation.
