In most documentation styles (e.g., MLA Style), block quotations do not need quotations marks.
You don't need the additional story of Donald Trump and Hary Tanoesoedibjo to show that Trump's business dealings are problematic; nor do you need quotations from experts on ethics (the Times cites Karen Hobart Flynn, the president of Common Cause, and Richard W. Painter, a former White House ethics lawyer) to convince us that they are.
