DETROIT — In 2009, Detroit public schools had the lowest scores ever recorded in the 21-year history of the national math proficiency test.
Because MVA is the PAC procedure promoted in national policies, proficiency in other procedures for treatment of incomplete abortion, specifically removal of retained products of conception through dilation and curettage or treatment with misoprostol, were not assessed.
Only students in Charlotte, N.C., of the 10 urban districts studied, surpassed the national average in proficiency in reading and math.
Reading scores among fourth and eighth graders were included in the results, which showed that Charlotte students in both grades outperformed their peers and surpassed the national average in proficiency by small margins.
Of the 16 states that belong to the regional board, only 6 meet the national average for proficiency in fourth-grade reading (although others have shown some improvement), and only 3 do so in eighth-grade reading.
The Connecticut Mastery Test reading scores are more encouraging, but in 2007 still showed 43percentt of fourth graders unable to read at goal (a standard somewhat lower than the national test's proficiency level).
Both of these documents, like other reports and expert recommendations, called for more scholarships for would-be scientists, higher teacher salaries and other efforts to halt a national erosion of technical proficiency.
For example, previous studies among these societies have found that "modern" human capital (e.g. proficiency in national language, schooling, math skills) improves individual's income [63], and that local knowledge of the environment is related to social status [57], and may increase the likelihood of survival [64], [65].
