It is possible that it could be a colloquial or informal phrase, but it is not commonly used or accepted in formal writing. A more accurate and complete phrase would be "I very much agree" or "I agree wholeheartedly." These expressions are usually used to emphasize strong agreement with a statement or opinion. Example: "I very much agree with your proposal to implement stricter environmental regulations."
