In a move that signals the end to system designed to encourage lower carbon motoring, George Osborne said the current system of discounting or waiving vehicle excise duty (VED) for greener vehicles "isn't sustainable and it isn't fair", as he explained that by 2017 over three-quarters of new cars would be certified as low-emissions vehicles and therefore not liable for VED.
It has called for greater dialogue on the issue and urged the government to convene a working group of councils, charities, road safety campaigners and motoring groups to rewrite the current statutory parking guidance and revise the rules on the use of CCTV.
If this increase continues then an estimated 6.44m parking tickets will be issued in the current financial year, the motoring research charity said.
"With the current high cost of motoring a major concern for drivers, being asked to pay more for the promise of lower journey times and a better service are unlikely to be enough for tolling to be welcomed by many".

But both motoring industry organisations and government bodies say the current system works as it provides an indication of different cars' fuel economy, which enables consumers to make comparisons and thus educated choices.
The SMMT, the trade body for the UK motoring industry, said: "The industry accepts that the current test method for cars is out of date and is seeking agreement from the European Commission for a new emissions test that embraces new testing technologies and which is more representative of on-road conditions.
The motoring organisation claimed diesel should be cut even further given current oil prices.
The current crime-wave will be blamed on lax motoring standards, as manufacturers make more and more of the engine visible through the radiator grille.
And despite the current furore over petrol prices, the cost of motoring relative to other forms of transport has declined sharply over the past 25 years, and is set to fall still further.
