The leading opposition party, the Movement for Democratic Change, said it planned to introduce a parliamentary motion calling for the impeachment of President Robert Mugabe.
In 1999, he was the only Democrat to vote against the motion to dismiss the impeachment charges against President Bill Clinton, and in 2008 he voted against the now hugely unpopular bailout legislation -- TARP (the Troubled Assets Relief Program).
Separately, MPs from the ruling party, which controls over two-thirds of Parliament's seats, began work on a motion calling for the impeachment of the chief justice herself.
A Democrat, probably Representative Richard A. Gephardt of Missouri, the minority leader, will get recognized and offer a motion to send the impeachment measure back to the Judiciary Committee with instructions to the committee to produce a resolution of censure, not impeachment.
Ms. Rousseff can still appeal to the Supreme Federal Tribunal, Brazil's highest court, though it has rejected previous motions to have the impeachment measure dismissed.
The upper house must decide whether to accept the impeachment motion within ten sessions.
The speaker of the House, Jose de Venecia, has promised to take up the impeachment motion as soon as Congress resumes work.
"All preparations have been made that are necessary to ensure the impeachment motion [is] passed," Hwang said.
The scandal over his impeachment turned into a crisis on Wednesday when a government official, Muhammad Abbassi, distributed $5,000 checks among parliamentary ministers who had signed the impeachment motion.
